Court raps YSR, orders action against minister
Hyderabad Aug. 2: The Andhra Pradesh High Court on Wednesday directed Chief Minister Y.S. Rajasekhar Reddy to consider prosecution and removal of forest and minor irrigation minister Satrucharla Vijayarama Raju. Justice P.S. Narayana criticised the Chief Minister for “sitting pretty” on the issue for so long and hoped that he will take a decision soon. The judge also drew the attention of the Governor to the matter.
The judge gave this directive on a writ petition seeking dismissal of Mr Vijayarama Raju for allegedly producing a fake Scheduled Tribe certificate. In 2004, the High Court had declared that Mr Vijayarama Raju was a Kshatriya and cannot contest from a constituency reserved for STs. Even the Supreme Court had upheld HC decision.
While issuing the directive, Justice Narayana said it was not just and proper for the Chief Minister to delay decision on the matter despite judgments rendered by the Supreme Court and the High Court.He added that he was not inclined to express further opinion at this stage as counter affidavits to the writ were yet to be filed.
“It may be prerogative of the Chief Minister to choose his Cabinet colleagues, it may be within the bestow of the Chief Minister either to accept the request made in the representation or to decline it… but it is not proper not to act upon the representation at all,” said the judge. The court directed the Chief Minister, chief secretary, secretary-general of the Lok Sabha and secretary of the Assembly to file their counter affidavits within six weeks.
When contacted, Chief Minister Y.S. Rajasekhar Reddy said that he would first study the judgment.Meanwhile, Mr Vijayarama Raju has decided to appeal against the High Court directive. “I have done no wrong and I will fight the issue legally,” he told mediapersons. “Why should I quit the ministry? I haven’t killed anyone.”
A forum to shock Transco
Hyderabad, Aug. 2: A forum set up in February 2005 to exclusively deal with complaints relating to power supply has received only 34 complaints so far, primarily because it has not been promoted enough. Though the forum is equipped to deal with unscheduled power cuts, voltage fluctuations, erratic power supply and so on, the complaints received so far pertained to overbilling and faulty meters.
However, the good news is that 32 of the 34 complaints against the Central discom have been disposed of in favour of the complainants. Forum chairman Y. Narayana told this newspaper that the amount in overbilling complaints was adjusted in the subsequent monthly bills of the consumers. “We deal solely with complaints relating to electricity problems and consumers can file their complaints for free,” said Naga Bose, member (revenue matters) of the forum.
The consumer need not pay any fee to file a complaint. He or she merely has to give a written complaint mentioning specifics of the grievance. The forum then uses its own engineers to verify the complaint and will forward a copy of the complaint to Central discom at the same time. “If the consumer’s complaint is proved to be genuine, then compensation is awarded,” said Mr Bose.
GO was meant to please World Bank
Hyderabad, Aug. 2: The State government had hurriedly issued the controversial GO Ms No. 5 on restructuring public sector enterprises (PSEs) to curry favour with a visiting World Bank team. The team was in the State in the last week of July to review the progress of implementation of structural reforms. Officials of the implementation secretariat and finance department met Chief Minister Y.S. Rajasekhar Reddy and chief secretary J. Harinarayana on Wednesday and explained the circumstances under which the GO was issued.
After hearing them out, the Chief Minister asked them to make suitable amendments to allay apprehensions among PSE employees. “I have asked the chief secretary to study the GO thoroughly and make necessary changes,” Dr Reddy told mediapersons later. He made it evident that the government was not planning to withdraw the GO and added that reforms in PSEs would go on.
CMO sources said the GO would be kept in abeyance till the required changes were made. The references made to APSRTC, Singareni Collieries and a few other profitable PSEs would be removed from the GO. Instead, it would refer broadly to phase-III reforms. The issue of implementing phase-III reforms and extending the tenure of the Implementation Secretariat for three more years had come up for discussion in a Cabinet meeting held in the first week of July.
Officials had told the Cabinet that the government had no option but to continue with PSE reforms as part of the agreement with the World Bank for the structural adjustment loan. It was pointed out that the reforms process had slowed down in the last two years and this would displease the World Bank team which was to visit the State.
Since the government was expecting Rs 1,000 crores from the World Bank as the next loan instalment, it was necessary to impress the team, officials had said. It was in this context that the GO was issued on July 18. While drafting it, the entire text of the earlier GO issued during the previous Telugu Desam (TD) rule was retained. Only names and figures were changed.
“In fact, the entire action plan for APSRTC, Singareni Collieries and other PSEs, along with the figures of surplus staff, was prepared during the TD rule. It might have been continued to tell the World Bank team that the reforms process is on as per the original agreement,” said the source.
CM orders inquiry into Devadula

Hyderabad, Aug. 2: Chief Minister Y.S. Rajasekhar Reddy on Wednesday ord-ered an inquiry into the Rs 300 crore scandal in Devadula phase-II irrigation project in Warangal district and stringent action against officials involved in the scandal. The Chief Minister reacted to a report published in these columns on July 23, which highlighted how the officials had paid 70 per cent of the cost of the pipes to the project contractors well in advance, though the pipelines were not actually laid. He directed irrigation department joint secretary Padmaja to go to the spot and report on the factual position.
Dr Reddy also assured to dismiss the third party quality control agency for issuing quality certificate without completing the full work after following due process. It was brought to the notice of Dr Reddy that though only 90 per cent of the work was completed, payment was made for the entire work as per the agreement. Bill had been paid for fabrication of pipes for 61 kms without the concrete lining on the outer side of the pipe and non-corrosion paints on the inner side of the pipe. But the contractor fabricated the pipes with steel.
Unauthorised urban layouts to be regularised
Hyderabad, Aug. 2: The State government is planning to regularise unauthorised layouts in urban areas. It is also planning to hike development charges for plots from the present Rs 5 to Rs 100 per square metre to Rs 25 to Rs 300 per square metre. The rate will depend on location and purpose. These proposals were mooted at a high-level meeting on urban development chaired by Chief Minister Y.S. Rajasekhar Reddy on Wednesday.
A policy to promote integrated townships in urban areas with private initiatives was also discussed.The Chief Minister reportedly agreed to the proposal to regularise all unauthorised layouts in urban areas.Officials informed him that a draft policy on this was already ready which would allow plot owners in unapproved layouts to apply for regularisation.
These plot owners will have to pay pro rata charges including those pertaining to shortfall of space for road development, drainage, street-lighting and other penalties. There are thousands of unauthorised layouts in the State and the chief minister has asked concerned urban authorities to identify them.
Principal secretary (fin-ance) N. Ramesh Kumar, municipal administration secretary S.P. Singh and officials of urban development authorities took part in the meeting. Officials told Dr Reddy that master plans for Visakhapatnam, Tirupati and Sri Satya Sai had been approved while the revised master plan of Hyderabad Urban Development Aut-hority and Hyderabad Airport Development Authority were pending approval.
The revised master plan of Vijayawada-Guntur-Tenali-Mangalagiri urban development authority would be submitted to Government soon, they said. While discussing the policy on promoting integrated townships in urban areas, the Chief Minister asked urban development authorities to encourage private-public partnership.
The government is also toying with the idea of forming a State-wide urban development authority to take up development of areas such as Nellore, Mahbubnagar, Nizamabad, Kadapa and Kurnool.

Hyderabad, Aug. 2: The second phase of gram panchayat elections passed off peacefully barring a few minor incidents on Wednesday. Police opened fire into the air at Kamalakur in Kadapa and Mirjapeta in Prakasam and Pallur in Anantapur districts to disperse mobs. Activists of the Telugu Desam and Congress hurled bombs at each other at Vemula village of Mundlamur mandal in Prakasam district. More than 300 workers from both sides engaged in group clashes, creating tension in the village.
A TD supporter suffered injuries. Though district superintendent of police Balasubramanyam warned that police would shoot anybody who tried to hurl bo-mbs, villagers ignored the warning and hurled bombs at their rivals.In Pathipadu in Guntur rural circle, four people suffered minor injuries when bombs were hurled by rival groups. Director-general of police Swaranjit Sen said compared to the second phase of gram panchayat elections in 2001 there were less number of poll related incidents.
HCU activates subject switch
Hyderabad, Aug. 2: For the first time a student pursuing studies in humanities will be able to switch over to sciences or vice versa, thanks to a programme started by the University of Hyderabad. The new course, known as Integrated Masters Programme (IMP), is set to start on August 8 with an intake of about 110 students.
The 10+2 students selected through a national level entrance test should first opt for the streams they would like to pursue such as literature, mathematics, social sciences or pure sciences for the post-graduation course. But if within the first three years of the course the student wishes to change, he/she would have an option to get registered for additional subjects of choice. And based on the performance in the new subjects a student could shift to another stream.
Dr Seyed Ehtesham Hasnain, vice-chancellor of the University of Hyderabad, said that the IMP has been developed with a view to facilitating students to change over from one stream to another without suffering any “hurdles or shock.” There have been instances where students who had a change of heart and interest wanted to switch streams but could not do so because the system does not permit it.
A student of science, for instance, could change over to humanities but a student of humanities cannot opt for sciences. To keep the students tied to IMP the university has decided to give a monthly scholarship of Rs 500 to each one of them.
10 water bodies identified
Ganesh Immersion
Hyderabad, Aug. 2: With the High Court directing the State to come out with alternative arrangements for Ganesh immersion in place of Hussainsagar lake, municipal officials have identified as many as 10 water bodies in and around the twin cities for the purpose.
These alternative measures will be submitted in the High Court for consideration on Thursday.However, officials are still keeping their fingers crossed hoping the Bhagyanagar Ganesh Utsav Samithi officials will accept the alternative proposals. Officials have earmarked places like the Saroornagar lake, Langer Houz, Miralam tank, Kapra, Uppal, Safilguda, Pattigadda, Mettuguda and Minister road for immersion of Ganesha idols.
Secretary of Ganesh Utsav Committee G. Hanumanth Rao said, “Instead of the suggested alternatives, they should have given us two restricted areas in Hussainsagar near Tank Bund and NTR marg. The Minister’s road stretch is too polluted and devotees will not prefer it for immersion.” Ganesh Utsav Committee members said that immersion of Ganesha idols made of natural dyes were enough to bring down pollution levels.
Krushi hearing on Aug. 4
Hyderabad, Aug. 2: The Crime Investigation Department petition seeking narcoanalysis test on Krushi bank scamster Kosaraju Venkateswara Rao has been posted to August 4. Venkateswara Rao’s counsel Ashok Reddy said that the counter plea would be filed on August 4.
CID in the petition said that narcoanalysis test has to be conducted at Forensic Science Laboratory at Ahmedabad in Gujarat as vital clues were yet to be elicited in the case.Crime Investigation Department officials believe that the accused owns properties in Bangkok and other foreign countries. The CID is yet to get the details of these foreign accounts.
Love affair behind suicide
Hyderabad, Aug. 2: The death of an MCA student near Institute of Hotel Management and Catering Technology at Amberpet is a suicide over a love affair, according to police sources.The deceased, P.Vishnu Vardhan Reddy, a native of Alwala in Nalgonda district, who completed his MCA first year from C.V.S.R. College, had consumed poison to end his life.
For educational needs, he had been staying with his sister at Badichowdi since childhood. However, police are clueless regarding where he got the poison from and also whether anyone had abetted him to end his life. Vishnu’s uncle said, “On Wednesday morning we found the suicide note in his note book and handed it over to the police. It was mentioned in the note that he was in love with a girl whose brother was harassing him. He could not bear the harassment and so was committing suicide.”
“The doctor who did his autopsy said that he had consumed poison. But our question is how did the body come to a spot far away from his home or coaching centre,” he added. Amberpet police said that no angle of abettment was given to the case. They confirmed that there was no link between this suicide and the double murder which occurred at the institute near to which the body was found.
Naveen still at large
Hyderabad, Aug. 2: Cops remain clueless over the movements of killer student Naveen Kumar who murdered two of his seniors of Institute of Hotel Management and Catering Technology. Nallakunta police are in touch with Naveen’s father who resides in Delhi and has put pressure on him to inform them if his son reaches home.Nallakunta Inspector of Police Santosh Kumar said, “Our team has gone to Delhi to trace him. We are in touch with Delhi police as well. So far he has not been traced. His father said that he had not reached home.”
Naveen Kumar’s father, Sirovihal, is an employee of Canara Bank. Police said that Naveen has no criminal history. A massive hunt has been launched by the police as a part of which all major junctions enroute Secunderabad to Delhi have been alerted, Institute of Hotel Management and Catering Technology principal K. Madhavan said that such an incident had not occured in the college since its inception.
420 case against Monica
Hyderabad Aug. 2: Justice K.C. Bhanu of the Andhra Pradesh High Court on Wednesday directed the Special Judge of the CBI court to frame charges under Section 420 IPC against Monica Bedi. The judge allowed the revision petition filed by the CBI challenging the order of the special judge who refused to frame charges under Section 420 IPC against Monica Bedi. Monica Bedi was arrested for using a false passport in the name of Sana Malik Kamil and leaving the country.
The Special Judge had on May 1 refused to frame charges under Section 420 IPC against Monica Bedi. He also refused to frame charges under section 419 read with 109 IPC against G. Srinivas, S.A. Sattar, Mohd.Younus, Gokari Sahib and Noorullah Abdul Khaleel. The High Court on Wednesday set this order aside.

Amberpet police said that no angle of abettment was given to the case. They confirmed that there was no link between this suicide and the double murder which occurred at the institute near to which the body was found.
Naveen still at large
Hyderabad, Aug. 2: Cops remain clueless over the movements of killer student Naveen Kumar who murdered two of his seniors of Institute of Hotel Management and Catering Technology. Nallakunta police are in touch with Naveen’s father who resides in Delhi and has put pressure on him to inform them if his son reaches home.Nallakunta Inspector of Police Santosh Kumar said, “Our team has gone to Delhi to trace him. We are in touch with Delhi police as well. So far he has not been traced. His father said that he had not reached home.”
Naveen Kumar’s father, Sirovihal, is an employee of Canara Bank. Police said that Naveen has no criminal history. A massive hunt has been launched by the police as a part of which all major junctions enroute Secunderabad to Delhi have been alerted, Institute of Hotel Management and Catering Technology principal K. Madhavan said that such an incident had not occured in the college since its inception.
420 case against Monica
Hyderabad Aug. 2: Justice K.C. Bhanu of the Andhra Pradesh High Court on Wednesday directed the Special Judge of the CBI court to frame charges under Section 420 IPC against Monica Bedi. The judge allowed the revision petition filed by the CBI challenging the order of the special judge who refused to frame charges under Section 420 IPC against Monica Bedi. Monica Bedi was arrested for using a false passport in the name of Sana Malik Kamil and leaving the country.
The Special Judge had on May 1 refused to frame charges under Section 420 IPC against Monica Bedi. He also refused to frame charges under section 419 read with 109 IPC against G. Srinivas, S.A. Sattar, Mohd.Younus, Gokari Sahib and Noorullah Abdul Khaleel. The High Court on Wednesday set this order aside.
