The tapes were made public on Tuesday, but despite the sensational value they might not have much weightage in the case since the Central Bureau of Investigation has already investigated the allegations and found nothing. Mr Pawar said on Wednesday, while speaking to a television channel: “I have never been called by the CBI for questioning in this case. I don’t know who this buffoon is.” Asked whether he would step down, he said: “Why should I step down? He is an accused himself... who is he to accuse others. This happened three years ago.” Reacting to the tapes, Mr Bhujbal said the case was an old one and had no value now. “I do not understand why the matter is being brought up now since it has been three years since the test was conducted. Telgi has levelled these allegations before also. The SIT and the CBI have finished investigations and he (Telgi) is naming me because I got him arrested years ago,” said Mr Bhujbal. Excerpts Q: Who are those politicians? AKT: Abdul Karim Telgi: Mr Sharad Pawar, Mr Bhujbal. Q: And in Karnataka? AKT: Politicians are the backbone of this business, and I would prefer not to take the names. Q: Who has threatened you? AKT: Threatening is there... the SIT report says... somebody will kill me. But God is great, he will not allow this mission... make it a failure. Q: Give me the names of the politicians. AKT: I have given out the names. Q: Which politician has threatened your life? AKT: Politicians are bad animals, you cannot trust them. I forgive and forget. Q: Who are these people. Tell me, who did you give money to in Karnataka? AKT: I gave the money to Manoj Mehta. Have the police communicated a threat to you from politicians? Which of them? AKT: Almost all. |
Rajam, (Srikakulam), Sept. 6: Five engineering students of GMR Institute of Technology (GMRIT) here sexually abused a junior student on Tuesday night. They got another student to film it on his cellphone camera. Four of the students were arrested on Wednesday: D. Vijaybhaskar Rao, Tirupati Ramesh, Talapaka Ravi, Yerraiah Babu and B.B. Krishna Chaitanya. Santosh, a third year student, is absconding. The police arrested the students under the provisions of AP Prevention of Ragging Act, 1997 which also covers sexual abuse. Police has seized the cellphone which was used to film the incident and used the images to identify the students and their crime. Deccan Chronicle will not identify the victims. All the students were staying at Anjali Complex, a private building. The college is currently closed for holidays. According to deputy superintendent of police P.V. Krishnaiah, the ragging began on Monday night when three students, Vijayabhaskar Rao, Ramesh and Santosh, called in a junior student and asked him to perform oral sex on Vijayabhaskar Rao. When the student refused, they made him clean the room till dawn on Tuesday. On Tuesday night, Vijayabhaskar Rao, Ravi, Yerraiah Babu and Chaitanya called in another student and compelled to perform oral sex on Ravi. This student succumbed to their threats. They called in another student to film it on his cellphone camera, Mr Krishnaiah, a sub-divisional police officer, said. Both the victims lodged complaints with the police who arrested the senior students on Wednesday. The police also seized the cellphone with which the incident was shot. Police said three students, Bhaskar Rao, Chaitanya and Santosh, had been detained in the third year after they failed in the examinations.

Hyderabad, Sept. 6: K. Raheja Corp, a real estate developer, is set to get special economic zone (SEZ) status for about 40 acres of Mindspace, its 100-acre IT park at Madhapur, government sources said on Wednesday. The sources said K. Raheja Corp is also lobbying for SEZ status for 66 acres in a 100-acre IT park proposed at Pocharam and another proposed 200-acre IT project near the international airport at Shamshabad. According to the sources, the Centre, based on the recommendations of the State government, would issue a notification according SEZ status for 40 acres of Mindspace which is still undeveloped. The State government has also recommended SEZ status to Bangalore-based Divyasree for its proposed IT park in 38 acres near Nanakramguda. Though K. Raheja Corp applied for SEZ status for the entire 100-acre area of Mindspace, they are not eligible for 60 acres as constructions had already come up. The status will be given only for 40 acres. “Even in the two other projects at Pocharam and Shamshabad we will seek the status only for the area where IT units are proposed and not for the residential and entertainment zones,” said Mr Ravindranath of K. Raheja Corp. The principal reason for companies like K. Raheja Corp to seek permission for SEZs is because of the tax exemptions available to the zone. Export-oriented companies, including software companies, have been getting tax breaks for the last nearly 20 years, but the exemptions will stop in 2009, despite intense lobbying by the software services industry. Several business houses have since latched on to the SEZ concept to continue feeding at the public trough, through tax breaks. According to a senior IT and Communications department official, units in the SEZ will get 100 per cent tax exemption for the first five years of their operation, 50 per cent for the next five years, and some exemption on the profits they plough back into the business for the final five years. Besides the proposed tax exemptions, according to estimates, K. Raheja Corp will get minimum cost difference of 10-15 per cent in construction because of incentives on excise duty on cement and steel. The developer is also likely to quote a higher price for built-up space in the SEZ. “Because of the delay in awarding SEZ status we have not been able to take up construction for six months and the net advantage is coming down,” Mr Ravindranath said.

Sripadasagar to flood Satavahanas’ capital Karimnagar, Sept. 6: Kotilingala, a village considered to be the first capital of Satavahanas, the first independent ruling dynasty in the Deccan region, may soon be wiped off the map. It is within the ambit of the upcoming Sripadasagar project and will be flooded once it is completed. The historic site, considered to be 2,500-years-old, is located in Velgatur mandal on the right bank of river Godavari, about 65 km from Karimnagar. Many archaeological finds have been made in Kotilingala and surrounding areas. Ruins of ancient structures including a mud fort and a Buddhist stupa still exist in the village, reminding the locals and visitors of its magnificent past. Coins brought out by Chimuka Satavahana — the founder of the Satavahana dynasty — were found in Kotilingala during excavations by archaeologists in 1979. Apart from this, Roman coins and other historic artefacts dating from 200 BC to 200 AD were also recovered from the area. This gave credence to the theory of historians that Kotilingala was the homeland of the Satavahanas, who ruled over this region for nearly 400 years. Excavations in the nearby Pashigoan village had also brought to light many Buddhist structures. These discoveries proved that Buddhism flourished in this part of the country even before the era of Ashoka the Great. Though officials have assured that the village’s famous Shivalayam will remain safe even after Sripadsagar project is completed, villagers are not so sure. “We do want the project, which is a lifeline to the region,” said D. Veeraiah, a farmer of Kotilingala. “However, we also want to protect our rich heritage.” “An alternative plan shou-ld be evolved to ensure acc-ess to our temple even after the completion of the project,” said M. Sattaiah, the priest of the Shivalayam. According to the preliminary survey conducted by the government, about 146 houses in Kotilingala would be submerged by the project. “Barring the Shivalayam, most other parts of the village will be flooded,” said Velgatur MRO M. Babu. “The affected people will be given compensation.” However, it is not compensation alone which is worrying local residents. “Unless the prized possessions are treasured there would be no meaning in celebrating festivals such as Satavahana Kalotsavams,” said Ravi, a village youth. Sanganabatla Narsaiah, the noted historian of Dharmapuri, said that various archaeological discoveries had proved beyond doubt that Kotilingala was the first capital of the Andhras. “The government should at least film the historical structures in detail and shift the artefacts to a museum,” he said. Another suggestion made by villagers is that the government should convert the site into a tourism spot by introducing boat services between Kotilingala and Luxettipet after the project is completed. There is much concern that the execution of irrigation and flood canal projects in the area would flood similar heritage sites in Peddapalli and Sircilla divisions as well. “The government should initiate appropriate measures to preserve the heritage of these ancient sites before they are flooded,” said Mr Srinivasa Raju, convenor of the History Investigation Society. Strangely enough, the archaeology department claims to be unaware of the threat of flood looming over these sites. “We have not received any such communication so far,” said P. Brahma Chary, assistant director of the archaeology department. |

Centre may not fund irrigation projects |
|
| Hyderabad, Sept. 6: The State government will have to find financial resources on its own to complete more than a dozen ongoing major and medium irrigation projects in Krishna and Godavari basin since the Centre has refused to fund them under the Accelerated Irrigation Benefit Programme (AIBP), as they do not have all necessary clearances. The major projects in Krishna basin that will get affected include Veligonda, Kalwakurthy, Nettempadu, Galeru-Nagari Sujala Sravanthi and Handri-Neeva Sujala Sravanthi and those in Godavari basin include Yellampally, Polavaram, Indirasagar lift, Dummugudem lift and Dummu-gudem-Nagarjunasgar link canal. Department sources told this correspondent that though many of these projects have one or more clearances from the Centre such as site clearance, environment and forest clearance, in-principle hydrology clearance from the Central Water Commission and clearance for rehabilitation and resettlement, they do not have investment clearance, which is the basic requirement for obtaining Central assistance under the AIBP. Even the commercial banks insist on all clearances before extending loans to irrigation projects. Between 1996-97 and 2004-05, the State government had availed AIBP assistance for 11 irrigation projects, of which four were completed — Annamayya project, Nagarjunsagar project, SRSP stage-I and Madduvalasa projects. In 2005-06, the State got AIBP sanctions for seven new major and medium irrigation projects, including Jurala, SRSP flood-flow canal, Gundlakama, Thotapally, SRSP-II, Swarnamukhi, Pallemvagu and Tarakaramasagar lift scheme, for a total amount of Rs 1,037.94 crores. However, the Centre changed the guidelines last year. Earlier, the Centre released the AIBP funds as 70 per cent loan and 30 per cent grant. Since 2005-06, the Centre has been releasing only the grant portion, while the loan component of 70 per cent has been left to the State to mobilise. Recently, the State sought a special package of Rs 51,856.36 crores from the Centre for 16 districts which reported maximum number of suicides. Of this amount, Rs 43,872 crores were exclusively for the irrigation projects. However, the Centre clarified that only irrigation projects which have already been cleared by the technical advisor committee (Tac) have been included in the proposal for circulation in the Union government. Chief Minister Y.S. Rajasekhar Reddy requested the Centre to include all irrigation projects which are in the pipeline for Tac clearance in the ministry of water resources and for which, at least one clearance — whether it is in-principle clearance or R&R clearance or forest clearance or EIA clearance — has been obtained. “Of course, the actual releases and consideration under AIBP under this package could be considered only on receipt of the requisite Tac clearance,” he said. | |
| Procession delayed, peaceful |
|
| Hyderabad, Sept. 6: The 11-day-long Ganesh festival came to a grand conclusion in the twin cities on Wednesday with thousands of devotees witnessing the immersion of idols in Hussainsagar Lake. The procession of idols passed off peacefully, thanks to the well-laid-out plans of City Police Commissioner A.K. Mohanty and Additional Commissioner (Traffic) A.K. Khan, who coordinated a team of 22,000 personnel. Police did not pressure pandal organisers to comply with specific timings. This made things smooth, but caused much delay. By all likelihood, the immersion of idols will continue in the lake till Thursday afternoon. The tail-end of the centralised procession from Balapur in Ranga Reddy district along with idols from south zone (Old City) passed Charminar only after 7 pm. Consequently, the procession from north zone (Secunderabad) started off only after 8 pm. Nearly 3,500 idols were immersed by 8 pm with the police expecting another 4,000 idols to be brought for immersion in the coming hours. However, Mr Khan exuded confidence that the immersion would not drag on. “This time, we are immersing 14 to 15 idols per crane in one hour,” he said. The centralised procession reached Charminar at 1.30 pm after noon prayers (zohar) in Mecca Masjid. The Bhagyanagar Ganesh Utsav Samithi switched off speakers till the prayers were completed. The MIM put up a stage for the fifth consecutive year at Charminar to welcome the procession. Saffron flags and bandanas, sprinkling of gulal and pulsating beats added verve to the procession. Besides the usual devotional slogans, singing of Vande Matharam injected patriotic fervour. Some pandal organisers also put up banners and posters opposing religious conversion. A flurry of political leaders welcomed the procession at Charminar, including TRS leader A. Narendra, Home Minister K. Jana Reddy, Mayor Teegala Krishna Reddy and former Union Minister Bandaru Dattatreya.

| Laddu auction gets bigger |
|
| Hyderabad, Sept. 6: The highest amount fetched by Ganesh laddu in this year’s auction was a whopping Rs 7.22 lakh (Rs 7,22,222.22 ps to be exact) at Maheshwaram, thanks to the competition among realtors. The Ganesh laddu at Balapur in the old city had been the most sought after by the devotees till last year, but this time, it could procure only the sixth position by fetching Rs 3 lakh. The bid was won by Surreddy Krishna Reddy, sarpanch of Jalpally Village who who owns land at Maheswaram, where the Fab City is coming up. The amount will go to Pragati Yuvajana Sangham, which put up the Ganesh pandal. Badangpet in Saroornagar mandal got the second place, where the laddu was auctioned for Rs 6.25 lakh. Power failure angers people Citizens vented their ire on Central Discom and APtransco as majority of areas in both old and new cities went without power supply for most part of the day. Those who stayed home missed the chance to watch the procession in television as the cable network was affected by the tall idols disturbing the cables. Central Discom officers said that power supply was disconnected, depending on the movement of the procession to avoid casualties. One dies, 12 injured One woman died and 12 others were injured in the Ganesh immersion procession on Wednesday, according to reports till 9.30 pm. Rajamma, 60, of Reddy Basthi near Kandikalgate died when she fell under the wheels of a vehicle carrying an idol in her attempt to collect prasadam. Narasimha Reddy, Bablu and Naresh were injured when pushed by police at Shah Ali Banda. They staged a protest at Charminar and joined the procession only after Police Commissioner A.K. Mohanty assured them of immediate action. Ajay, Prem Kumar, Koteswar Rao and Chinna of Hussaini Alam were injured when they fell from the truck carrying the idol at Madina crossroads. K. Shanti, Pullamma, Karuna, Umeshwari and Radhakrishna of Pardhiwada were injured when they fell down after their vehicle carrying the idol hit the road divider. Fruity flavour wins hearts Pardhiwada Ganesh was the cynosure of every one’s eyes this year too. The vehicle carrying the idol of Pardhiwada Association was decorated with garlands of fruits. Women members of the association also added colour to the idol procession by dancing in gay abandon. | |
| Only 20 per cent idols natural |
|
| Hyderabad, Sept. 6: Nearly 80 per cent of idols immersed in Hussiansagar lake on Wednesday contained chemical substances and were metallic coloured. Only 20 per cent of the immersed Ganesh idols were natural and dyed with vegetable colours. This was revealed during an inspection by 120 enumerators under the supervision of Revenue and Pollution Control Board. The height of the Ganesh idols and colour have been specifically noted down by the officials according to the directions given by the High Court. Thousands of idols, varying from one to 40 feet in height, and made of heavy metals like nickel, cadmium, mercury, lead and insoluble plaster of paris, have been immersed in the Hussainsagar lake this year as well. Environmentalists have warned of serious consequences for this annual ritual of idol immersion in the lake. “After obtaining the report, we will look into the matter very seriously.” Hyderabad Collector R.V. Chandra Vadan said. “Further action will be based on this information,” he added. | |

Rajasekhar Reddy on Wednesday with a 34-point charter of demands, including allotment of 42 per cent posts in Secretariat to Telangana employees. Dr Reddy told the delegation the government decided to fill up the posts of vice-chancellors of three new universities in the State with two from Telangana region and one from coastal area. “Even for Kadapa University, I have asked my Secretary to post a person from Telangana while posting another Telangana person for Telangana University,” the Chief Minister said. Today is Vande Mataram day | |
| New Delhi, Sept. 6: To sing or not to sing Vande Mataram may well be the big question for most children of the minority community on Thursday, what with the Centre mai-ntaining that it is optional and the BJP looking dete-rmined to make it compulsory. Thursday marks the conclusion of the centenary celebration of the adoption of Vande Mata-ram and will be celebrated in schools across the country through rendition of the song at 11 am. Although Union human resources development minister has already issu-ed a clarification stating that his office has only as-ked for schools to sing the song and not force it on st-udents, the issue has sno-wballed into a controversy with the BJP asking its workers to ensure the im-plementation in various States. While the Congress-led state governments are lik-ely to be under pressure to ensure that the celebrations pass of peacefully and without the use of for-ce, some BJP led-States are openly announcing th-at the song is compulsory. Noting that any attempt to force the song on the minority community would only lead to strong reactions, the chairman of the standing committee of the national monitoring committee for minorities education, Mr Zafar Ali Naqvi, said the song should not be forced. “If people want to sing they can, but if they have reservations they need not. There has been problem regarding certain words in the song and not the song itself. Minorities sing Sare Jahan Se Accha and no one has a problem. It is the ‘niyat’ that should matter,” he said. The Chhattisgarh government has completed all preparations for mandatory singing of the national song in all educational institutions of the state, including madrasas, at 11 am. Although the Nitish Kumar government in Bihar did not issue any orders making the song compulsory, its coalition partner, the BJP, has allotted duty to its ministers and legislators to organise public singing of the song. Senior BJP officials said since it was a BJP programme and not that of NDA, there had been no talk at the government level to make the recitation mandatory. Rendition of the song has been, however, made compulsory in schools and colleges in Karnataka, ruled by the BJP-JDS combine, on Thursday to mark the centenary celebrations of the song. The state public instruction department has already issued a circular in August making it compulsory. | |
| Jamiat flays song directive | |
| New Delhi, Sept. 6: Jamiat-ul-Ulema-e-Hind general secretary Maulana Mahmood Madani made it clear that Vande Mataram does not enjoy any statutory status like the national anthem and Muslims cannot be forced to sing it. Maulana Madani criticised the efforts being made to paint Muslims as terrorists and traitors. On the eve of the conclusion of the year-long celebrations on Vande Mataram, Maulana Mahmood Madani said the song militates against the basic tenets of Islam. Bankim Chandra Chatterjee’s novel, Anand Math, and Vande Mataram, which was composed in 1876 but included in Anand Math written in 1882, had been surrounded by controversy since day one. That is why M.N. Roy and Gurudev Rabindranath Tagore had agreed that this song clashes with the basic tenets of Islam and it cannot be forced on Muslims. The decades-old controversy was being raked up only to achieve polarisation, he said. Maulana Mahmood Madani said, “We will not sing Vande Mataram. At the sa-me time, we will not allow communal elements to expl-oit it for narrow-minded and partisan ends.” The Jamiat, he said, played a major role during the freedom struggle. It was in the forefront in opposing minority communalism and rejected the two-nation theory and Partition on the basis of religion. | |
| Naidu to study Left policies | |
| New Delhi, Sept. 6: Telugu Desam Party chief Nara Chandrababu Naidu is ready to examine in depth the economic policies and programmes of the Left parties to find a ‘third alternative.’ Mr Naidu spoke to newsmen after a series of meetings he held all day with Samajwadi Party leader and Uttar Pradesh Chief Minister Mulayam Singh Yadav, CPI-M general secretary Prakash Karat and its Politburo member Sitaram Yechury. He also called on the ailing former Prime Minister Chandra Shekhar. Later in the evening he was scheduled to meet CPI general secretary A.B. Bardhan and Asom Gana Parishad leader and former union minister Dinesh Goswami. He admitted that there is no scope for a third front and added that the question of alliance arises only closer to the elections and not at this stage. Mr Naidu, projected as the face of economic reforms during the eight years he ruled Andhra Pradesh, in his new avataar had a hard time reconciling his past image with the Left which is opposing economic re-forms. He said he always favoured economic reforms that benefit the poor. While Mr Naidu did not see an early end to the UPA Government at the Centre, he criticised the Government at the Centre as well as in Andhra Pradesh for being corrupt and pursuing anti-poor policies. He said that progressively the relevance of regional parties has increased in the country and therefore it is time like-minded regional parties discussed larger issues seriously with a long term perspective. | |
| Munda told to prove strength by Sept. 14 | |
| Ranchi, Sept. 6: Jharkhand Governor Syed Sibtey Razi has given seven days’ time to embattled Chief Minister Arjun Munda to prove his majority. The Raj Bhavan informed reporters that the chief minister had been told to demonstrate that he enjoys the confidence of the Assembly on or before September 14. Earlier, all eyes were on Raj Bhavan in Ranchi after Mr Arjun Munda, whose government lost its majority on Tuesday with the resignation of four ministers, met the Governor on Wed-nesday afternoon and sou-ght time to prove his streng-th on the floor of the House. Later, trying to put on a brave face and look as confident as he could, Mr Arjun Munda told reporters: “My government has the numbers. I will prove it on the floor of the House. I don’t believe in horse-trading.” But the Chief Minister fail-ed to reveal how he planned to cobble together the magic figure to rule the State after Tuesday’s resignations. “I will follow all constitutional norms, regulations and conventions before taking a decision,” the Governor said on Wednesday. Almost 17 months ago the same Governor had been embroiled in a major controversy when he had ins-talled a minority UPA government under JMM supremo Shibu Soren, ignoring the claims of the NDA. After the resignation of the four ministers, the NDA’s tally in the 82-member Assembly (including one nominated Anglo-Indian member) has been reduced to 39 from 43, while the UPA, with the support of the four legislators, has grown to 43 from 39. One needs the support of 42 MLAs to command a majority in the House. | |
| Regulator failure led to breakup | |
| Bangalore, Sept. 6: The Failure Analysis Committee (FAC) constituted by the Indian Space Research Org-anisation (Isro) to investigate the Geo-synchronous Satellite Launch Vehicle, GSLV F-2 launch, has concluded that the failure of a propellant regulator in the fourth engine was the main reason for the break-up of the vehicle. Releasing the contents of the FAC’s report here on Wednesday, Isro chief, Mr Madhavan Nair said, “The particular component was part of the fourth engine and so it could not be checked separately. The error happened at the time of fabrication. The specification for the bore was 16 mm while the measurement of the cavity inside the chamber was found to be 17 mm. As a result, the chamber pressure could not be stabilised at 5.85 mega pascal. It reached 7.11 MPa at 2.8 seconds. The abrupt stopping of the turbo pumps that feed propellants at very high pressure to the engines, led to the loss of thrust on the fourth engine.” According to Mr Nair, the first and second engines used in the launch vehicle were recovered from the sea, while the third and the fourth are yet to be traced. “We have pin-pointed this fault during the simulation we carried out here. The FAC has therefore arrived at this conclusion,” he said. The FAC headed by former director of the satellite launching facility, Mr K. Narayana spent over 100 hours in several sittings and was assisted by several sub-groups comprising Isro scientists and academicians. Declining to name the co-mpany which manufactured the unit, he said that the particular company of Indian origin had manufactured and supplied similar components seven times earlier. “We might not blacklist the company. We will see what kind of action we can take against it,” he said. | |

| 18-year-old son put to sleep with 35 pills | |
| Lucknow, Sept. 6: A mother fed her 18-year-old son an overdose of sleeping pills and put him to sleep with help from her second husband because she feared that her elder son might harm her second son. The couple — Maya and her second husband Lakshmi Narain Gupta — was arrested from their Gomti Nagar residence on Tuesday after an anonymous caller informed the police that the couple’s son, Akash, had been missing since September 1 and there was a possibility that he may have been murdered by his parents. Initially, the couple tried to mislead the police by claiming that Akash had consumed poison on May 31 and had subsequently died. However, after rigorous interrogation, they spilled the beans. Maya Singh was earlier married to one Bhallu Singh of Azamgarh in 1987, but the couple separated after a few months. Maya, who was pregnant at the time of separation, gave birth to Akash and had been living with her parents in Lucknow. A few years later, she developed relations with Lakshmi Narain Gupta and married him in 1995, much against the wishes of her family. Maya and Akash were living happily with Gupta till Maya gave birth to another boy, Om Narain, last year. Akash was apparently gripped with a feeling of insecurity and felt that his step-brother would get his parents’ love and his step-father’s property. Akash, according to Maya, kept demanding that the entire property of his step-father be transferred in his name and even tried to throw his one-year-old step-brother off the terrace once. “I could not take it anymore and decided to finish off Akash. On August 31, I crushed 35 sleeping pills and mixed them with vegetables and served them to Akash,” Maya said. About half-an-hour later, Akash’s condition began to deteriorate but the couple waited for more than six hours before they took him to a nursing home and then to King George’s Medical University, where he was declared “brought dead”. | |
